Cannot activate device

Hello,

My developer terminal cant activate. After input MID, TID

It shows me that. cannot activated device. ERROR CODE INVALID_REQUEST

My S/N is P61SWT23XFS000636

Some of support updated my terminal version. Now my terminal is working.
